Performance Max: how it works and when it struggles

Performance Max puts all Google Ads inventory in one campaign. Learn how it works, how it interacts with Search, and why it struggles for some accounts.

A question that keeps coming up in Google Ads forums: what is going on with Performance Max? The frustration is real, and most of it comes from expecting Performance Max to behave like a Search campaign. It is a different kind of campaign.

How Performance Max works

Google's help page, About Performance Max campaigns, describes it as a goal-based campaign type that reaches all Google Ads inventory from one campaign, including YouTube, Display, Search, Discover, Gmail and Maps.

You supply the inputs: conversion goals with an optional ROAS or CPA target, creative assets such as text, images and video, audience signals, and optional data feeds. Google's AI then decides where to show ads, to whom and with which asset combinations, bidding in each auction based on the predicted chance of a conversion.

Google says Performance Max is recommended when you want all of Google's channels in one campaign, or want reach and conversion value beyond keyword-based Search campaigns. Google also frames it as a way to complement Search campaigns, not necessarily replace them.

How PMax interacts with your Search campaigns

This is where a lot of accounts get confusing. Google's page on how Performance Max interacts with other campaigns says that when several campaigns could serve for the same impression, Google Ads generally favors the one with the highest Ad Rank.

There is an important exception: a Search campaign with a keyword that exactly matches the person's search, or is spell-corrected to it, is preferred over Performance Max. Google's Performance Max page adds that if your Search campaign is budget-limited, Performance Max may occasionally serve on exact match terms.

Why PMax struggles for some accounts

Our read on the common causes:

  1. Weak conversion tracking. PMax optimizes toward the goals you give it. If it counts page views or low-value actions as conversions, it will find more of those.
  2. Too little data. Smart Bidding learns from conversions. A campaign with very few conversions has little to learn from.
  3. Thin assets. Without good images and video, Google has less to work with on visual placements.
  4. Brand traffic inflating results. PMax can serve on searches for your own brand. Google offers brand exclusions in the campaign controls.
  5. Final URL expansion surprises. Google says that if Final URL expansion is on, it may send people to a different, more relevant page on your site and generate a matching headline and description. Turn it off if certain pages should never be landing pages.

Controls you do have

Google lists several, including brand exclusions, negative keywords, placement exclusions, content suitability filters, search themes and Final URL expansion settings. It also offers reporting such as asset-level metrics, asset group reporting and channel performance.

When PMax is the wrong tool

Our read: if you need tight control over exactly which searches trigger your ads, or your conversion tracking is not reliable yet, start with Search campaigns. Add PMax once you have clean conversion data and good creative.

Quick answers about Performance Max

Does PMax replace Search campaigns? Google positions it as a complement. Exact-match Search keywords still take priority on matching searches.

Which goals can use PMax? Google lists Sales, Leads, Website traffic, and Local store visits and promotions, or a campaign without a goal's guidance.

Can I see where PMax ads run? Partly. Google offers channel performance reporting, plus asset-level and asset group reporting.

The takeaway

Performance Max is a goal machine. Give it accurate conversion goals, strong assets and clear exclusions, keep exact-match Search for your most important terms, and judge it on real business results.
